After watching many Let's Plays and noticing how much thought I put into organization of my own hotbar, I've come to the realization of just how important hotbar organization is in Minecraft. And yet, I've never seen it discussed before.
Personally, I go with this arrangement:
1. Bow or, if possible, item enchanted with good knockback
2. Sword
3. Torches
4. Pickaxe
5. Solid, placeable blcok (usually cobblestone)
6. Shovel
7. Gravity-affected block (sand or gravel)
8. Food
9. Misc.
1. Sword (reason is because when you log into mp 1 is what is selected
2. Bow
3. Pick
4. Torches
5. Spade
6. Blocks
7. Blocks/misc
8. Misc/food
9. Food
If Facebook, Myspace, and Twitter were all destroyed, 90% of teens would go insane. If you're one of the 10% that would be laughing at them, copy this into your signature and hope it happens.
My preference:

3) Shovel
4) Bow
5) Dirt/cobble
6) Bucket of water
7) Axe/food (depending on if im mining or gathering wood)
8) Misc.
9) Torches
1.sword
2.pickaxe/or axe(depends on what im doing)
3.shovel
4.bow
5.torches
6.dirt
7.gravel or sand
8.what ever( cobble is mining wood if cutting down trees
9.food
1. Sword.

6. Miscellaneous
7. Food
8. Torches
9. Sword
I wish now that I'd put the sword in the first slot so that it would always be the first thing I'm holding when I start up. But it's too late now; I'd constantly be hitting 9 and fending off creepers with a shovel.

I use the rows thing as well, with extra tools above the one on my hotbar, corresponding blocks, etc. It works well for efficiency, I find.
I realized that when I created the thread, that's why I added the subtitle.
