Squids can spawn in any water block between levels 46 and 62, inclusive. If your skyblock is like mine, it starts you at y=67, so you'll need to build down a few blocks first.
(Slimes spawn in certain chunks, below y=40, or in swamp biomes in the dark between levels 51-69)
I'm having the same problem too. It's the map called enlarged grass block. I was wondering if there is a minimum 'tank' size for the squid to spawn in.
The tank is about four deep. level 45 - 50 (floor is on level 45). its about 15 wide, 15 long and four deep. and it kind of far from any water source and the park. 60 blocks from the parks edge. The park is a patch of grass for spawning animals and a tree farm.

Since it's a map, you might check the gamerules to make sure /gamerule doMobSpawning is true not false.
Although I'm not sure why a map maker would set it to false for a survival map, but maybe he just forgot to set it back to true or something I don't know. Just a thought.
I cant' find the option that lets me see the gamerules but mobs do spawn. The park has had passive mobs spawn on it. when it is completely empty. That was how i go the rabbits and most of hte other mobs without using spawn eggs (?They're found in chests in the blocks.) I can assume that the /gamerule doMobSpawning is true from that.
I'm starting to the believe the bugged part. I tried again on a backup copy of the map. I made the tank much deeper (15 wide, 13 long, 9 deep) with a three block high space under to catch drops. It's over 100 blocks away and still no squid. Sigh. Someone it not right and I can't see it.

Yeah, I was pretty sure that wasn't the issue. But I figured you might as well try.

Your world could be just straight bugged out. Although that's not a very high possibility either.
Also I'm pretty sure you have to be like 25 blocks (I think) away from a certain area if you want to get mobs to spawn there.
