In the Overworld, definitely Lapis ore blocks. Don't say that isn't true. Lapis itself is a lot more common than diamond, considering that you get around four per block, but the actual ore block itself is a little bit rarer than diamond.

Dang! Those things called logs are really hard to get, I really can figure out how people get so much for their houses! The most I've ever gotten was like 6, which was from a creeper.

The rarest in terms of availability are the Ender Egg, although this is easy to obtain, there is only 1 in the entire Minecraft world.
Next is endstone, there are thousands of of and it's not hard to obtain.
Mossy cobble is rare, but there is no loss of it in the world. There is a little under a stack per dungeon, and there are a few stacks in a temple.
Saddles are particularly rare, although I have seven of them in my SP world.
The most difficult ore to find are Emeralds, although you can get hundreds of those from sneaky villager trading.
Diamonds are the most useful but are "infinite", although rare chunkwise.
Cracked and Mossy Stone Bricks are finite, only found in strongholds which 3 are in existence in the entire world.
Blaze rods are not rare under the right circumstances, blazes have spawners which make the actually easy to farm if you enclose them.
Netherwart can only be found in Nether Fortresses, like Blazes.
Ghast tears are not difficult to get, except that there is a high likelyhood they fall in lava. Magma cream can be crafted from a slime ball and blaze powder. Not that rare.
You can't obtain it unless you had it from back in one of the 1.9 Prereleases, until the most recent snapshot which made it obtainable again.
11 is unobtainable.
I even googled a picture of what it was to see what I was missing out on. -.-

That's all I can think of.
Music discs are easy to get all you have to do is have a skeleton kill a creeper.
