How many blocks away are you from the darkroom? Hostile mobs require you to be 24+ blocks away in order to spawn. Further than that, though, puts them at risk of despawning.
If so, did you know you have to light up all caves/areas within a 128-block radius so you could get it to work?

Just figured out that when I'd turn 8 years old, the 23th of November 2011, my parents could have offered me Minecraft as a birthday gift. Sigh...

You aren't running recent 1.14 snapshots by any chance?
Last time I tested I saw virtually no hostile mobs, even staying out in the dark all night!
Presumably you aren't on a server with other players or plugins limiting spawning (since you talk of resetting and changing versions.)
Punch F3 and look at the fifth line, the two numbers after the "E:", the first is the number of entities (mostly mobs but also minecarts etc) that you are looking at (even if they are hidden by walls etc) the second is how many are loaded in total.
If the second is high (around 70) you need to find out what and where they are and do something about them if they are hostile mobs.
As samy2003 suggests there is a lot of space for caves that have to be lit up, it may be easier to build way up in the sky, or afk 100 blocks or so up so that the 128 block volume where mobs can spawn ends just below your mob spawner.

I’m not the only one to notice that, too...I’ve also been playing on snapshot 19w04b, on a creative world with difficulty locked to Hard, and literally no hostile mobs spawned! So that may be a bug related to this snapshot.
Otherwise, you can still try lighting up the caves as I suggested above.

1. not running 1.14, im runnning 1.13.2 but have tried 1.13 as well. still the same issue.

3. So here may be the issue. I have a cow farm outside my base which has ~400 cows. which is definitely over 70 right. But. when im in the dark room, the amount of mobs in the radius is like 2. So not sure if this is defo the issue. I really do not want to move the whole cow farm ahahaha.

Uh, I said all the caves “within” a 128-block radius, which means you have to light up all the caves for 128 blocks long...(Sorry if you already understood, I felt like you didn’t.)
Also, I think passive mobs, such as cows, have their own mob cap. So they don’t affect the spawn rate of hostile mobs as far as I know, but I could be wrong there.

What is your render distance set to (a screenshot with F3 would be helpful, both to show game settings and the entity count)? If it is less than 10 mobs will not (de)spawn properly, eventually leading to no new mobs spawning at all (specifically, they do spawn normally but since they reach the edge of entity processing chunks before the 128 block despawn radius they will freeze and not despawn at all, even on Peaceful. Since entities are not sent to the client unless they are close enough, 80 blocks for most mobs, they may not show up in F3):
Also, passive mobs do have their own cap, with hostile mobs, water mobs, and ambient mobs each having a separate cap, with special mobs like villagers and iron golems belonging to their own categories (they are controlled by village spawn mechanics, which only apply within the range of a village; ocelots are also odd since they are added to the hostile mob spawn list but are (and count as) passive mobs).

I've afk'd at the right distance away but nothing spawned for a good hour.
