Me thinks the system needs tweaking if villagers consider that a house.
Well it won't offer much protection from the elements or a zombie horde, that's true, but it does meet the conditions of being a wooden door with more covered spaces ("roof blocks") on one side than on the other, which is the definition of what the game considers a "house."
Simply put, there is no need for the "roof block" to be directly above the door, I haven't investigated the use of villagers until recently so I'm not sure how the mechanics used to work, they may have used to need a block above the door and that may be why you ask.
