I have constructed a water elevator in 1.13 with Magma block at bottom. In survival mode, on landing at the bottom your feet are burned and you lose health. Is there a method to avoid this? I have searched but have found no posts.

Damage is pretty minimal. Crouching is always an option. Put a sign at the top that says "Crouch For Safety" or something. I wonder if carpet stops the damage, it may stop the waterflow too though.

My construction of down water elevator is as follows: floor is magma blocks, 2 by 2. When I travel there, I keep myself next to exit. The exit hole for level is 5 m tall. Meaning I can exit the elevator right in the moment, when…well…I can, and I will fall 3 m. Taking no damage. Or I can exit it at the latest moment, crouching (when I'm at the lowest level).
You could just remove all the water from the down elevator and leave a single water block at the bottom. Falling works and is faster - no damage either.
Or a single 4X4 shaft where each corner ends at a different floor, with signs to keep the water in place. (Not ladders, you can hurt yourself falling onto the edge of a ladder.)
I have my brand new building. There are levels (floor is the most bottom layer of each level: the thing you're walking on. Ceiling is it's opposite. Layer is anything with the same y coordinate. Level is collection of floor, walls and ceiling) form -2 to…well, it depends. 9 is last „habitable level“, 10 is…well, roof, but then there is another, on top of the shard, which extends from level 10 (if you count it) to level 17 (I think, I haven't been on top of that bloody thing since I've finished. I'm glad it's done, now I don't want to see it for a while), on top of which is…well…another roof, obviously (and world limit, of course). Now, there is also level 0, which is front lobby. Not really habitable level, it's just big…hall. Do you know, how in those fancy hotels there are those spacious fancy front loobys? Yeah, something like that.
Now, when we have some idea about levels, there is the thing with elevator classes. There are the inner, core ones, in the staircase core, 2 up, 2 down, and…that's it, no more space for anything. So I cannot physically put…how many? 20? No, I think it should be 21. -2 to 18. Count all the numbers between those limtis, including limits. That is 21*3 (3 is width of one hole for falling, including edge wall, so you don't fly somewhere else and can acually hold water) and then add 1. And I already know that it's more than the 2 m wide gap between each evelevator in the core. But that's jsut the beginning. Then you have the outer elevator class. 4× uo and down, on corners of the building. There would be levels -2 to 10, so 13 (shard is in the building's center), and…I would kind of like to have windows there, so same problem. Not enough space.
But that's all irrelevant, since I cannot fall up. Obviously. So if I'd fall from level 9, I can fall to lower levels only. That implies it matters only to where I want to fall. And…IDK. To level 1, to get access to highway system. Or to 0, just to…go somewhere. Or -1, to get…whatever stuff I end up putting there. Or -2, for food stuff. Or even -2, for stone-based construction materials or gravity affected materials. So I basically need to get from everywhere to everywhere. And we're back to problem, which is already solved. Elevators for up and down, with tall opening on each level, co you have the bigger chance NOT to go somewhere else. But not tall enough so you cannot hurt yourself by falling. That would be stupid design.
Now. That being said. If you like to build as high as possible, as I do, and towers like that pretty much everywhere, as I do, then you have pretty much easy job. Stairs and elevator up, and then fall to single level, usually access one, for me to highway system (or top of a mountain on which I build that tower). Even when you have multiple levels on that tower, so you can look from different heights. It looks better, and when you already building it, why not do that.
Maybe my situation is different form others. IDK. I just know that falling doesn't really cut it for me. Except for towers. But…they're already build. Before I even knew eleveators will be athing. So that would require disassembling half of the tower, extend it's core, rebuild it. FUN! I have 3 of those things, one of them goes from the very bottom to the very top and in some point, it has rooms around itself. Ehm…no, thanks. I'm happy it's completed, it was pain to build it, it's obsolete now, sure, but I will not touch it. Instead, I just build new one. Economy of my empire is up for it, so…why not. And it nicely shows the evolution. Diorite tower, then tower of the south, absolute tower, angelic mountain tower, the shard and currently under suspended construction, the concrete tower (as the shard, with elevators in it). Why suspended? I got better things to do. And besides, I've run out of concrete. Make new one? Sure. I have to build facility to do that. And then I have to rebuild it, because the first time I was too stupid to build it properly. And then build highway connections and horse stations. OK, I have it done, but I still just…do something else, because I've noticed different, more pressing issues, than just some tower, outside of the empire, in westlands, near the mine. Like…highway connection to it. And comfortable access to surrounding terrain. :-)
What I'm trying to say: it's not that simple. Length of this post testifies that. But then…nothing really is.
In my case I built one that uses redstone to switch out the magma/soul sand when you push a button. This wouldn't work for me when I pushed the button to switch to soul sand because there wouldn't be enough water to get me to the top.
If it's the switching mechanism that breaks the bottom block maybe you could fix that with an infinite water source? If one corner gets broken it would automatically get fixed.
I use a water drop tube to go down levels quickly. At each level there is a trap door at feet level, a button at head level to open the trap door to drop you to the next level down, and above those are a sign holding up 1-3 blocks of water source blocks and downward flowing water. Stand on trap door, push button to open the trap door and drop you down to the next level, where you can either walk off or push the button there to drop another level down. Put the buttons in the same place on each floor, and you can drop pretty darn quickly down multiple levels. In my case, it helps at lot that each floor is at least 10 blocks above or below the next floor, so I have room to do this kind of thing, and there are only 4 or 5 levels all together. If you've got 2-high or 3-high rooms right above each other with not much ceiling/floor space between, and a lot of such floors, this system may not work so well for you.

This is what we did to not land on the magma block. You go down in the water column and pop out near the bottom to land in the water with no damage. We may add other layers and will have the landings off to the other side and be multiple blocks high.
Just use a boat above the magma block and it will keep you from stepping on the magma block, no crouch needed, and you can just walk out. Simple as that.

If you crouch you aren't damaged by standing on magma.

Carpet won't stop the bubble column because the water will wash it away.
So it won't stop the damage either.

Yeah, but what if I need to travel between different levels? Not just up and down.

Why wouldn't there be enough water?

@isterian_imperian maybe in your case an old-fashioned minecart elevator can be better, if more expensive.

Stand on trap door, push button to open the trap door and drop you down to the next level, where you can either walk off or push the button there to drop another level down. Put the buttons in the same place on each floor, and you can drop pretty darn quickly down multiple levels. In my case, it helps at lot that each floor is at least 10 blocks above or below the next floor, so I have room to do this kind of thing, and there are only 4 or 5 levels all together. If you've got 2-high or 3-high rooms right above each other with not much ceiling/floor space between, and a lot of such floors, this system may not work so well for you.
