Well, depends on what you consider not destroying the monument. If the area above the spawn chamber is open to the sky (air, water, transparent blocks) it will significantly boost spawn rates. Knowing the sweet spot to stand under the farm to have mobs spawn in and despawn, helps. So if you do not mind replacing some monument blocks with say, glass... above the spawn box, then that would boost it. I would assume he already did the math/tests to see if the spot he afks in is indeed the best spot, but he didn't mention if it was indeed the best spot or not.
Best way is still drain, tear down, build, open to the sky.

For instance take this guardian farm. If you replace the top of this with glass, place the lava two more blocks down, and then build a chute down for them to fall next to where you will stand, less time spent, with the same or better drops. I did test this back in the day, I liked it around level 10 ish, so between where I stood and they landed the lava and fall damage worked nicely. Feel free to experiment, test/math your way.

I have seen many many people post YT vids about no-drain mechanisms, BUT... Is there a way to do this without destroying the monument?
I saw a video by Waffles From Nowhere doing exactly that. he built everything inside the monument. Storage and decoration, for example.

As I understand it, you need to be at a lower level (under ocean) for them to spawn inside the monument.
