No, the title doesn't say it all. What do you mean by "proper" use? Lapis is considered a blue dye. It can also be stored as blocks and used for building. That's more than can be said for some other materials, or even other dyes. How much more "proper" does it need to be?
Would certainly be interesting if they added into some new item but I seriously doubt that's going to happen. I just love using it as a decoration. It's tough and looks great, don't mind if it doesn't have a "proper" use. The only foreseeable use I could even speculate to is perhaps an addition to redstone mechanics but I doubt Notch wants to make that whole system any more complicated.
dude its used as a blue dye which i personally love the color and it is used as a storage block for lapis and the block is a decoration block so...... it has 2 proper uses
Great Idea! Lapis Tools and Armor! That would be so cool! They should totally add that, and then they'd be durable and strong because lapis is kinda rare and stuff...
Rarity would't have any effect on the armor. Gold is just as rare and its not very durable. Gold pick axes mine faster than any other pick axe but have terrible durability and break rather quick. On the contrary, i believe a more variety of armors should be created.
I highly doubt it. I would really dislike lapis tools and armor, they would make no sense. It would be better if they thought of a good use that makes sense.

Only use I see is aesthetics. Maybe jewels made with gold,diamonds and lapis could be added,each adding a small potion effect,like a gold diamond ring (7 gold ingots in a circle,one diamond at middle top) could give regen 1,or (lapis in star shape,gold in diagonal shape with nothing in middle) a band that gives speed boost.
Sounds a bit OP? These effects only happens when there are monsters nearby,like 5 blocks.
I know this is a silly idea but I think it could give a litttle more use to lapis.
If you mean being able to be made into armor and/or tools, no. IRL, it is a soft and pliable mineral, used only for - take a guess - dyes. Besides, you can make blocks from it, so what more do you need?
Anyway, it's mainly mined in the middle east and the Sahara. It has a wierd ancient civilization vibe to it. I would love to see someone summon a mummy army with a lapis offering in an adventure map.
It already has a use. Without it, four types of dye would be unobtainable, and therefore four types of wool and four types of hardened clay. It also looks cool as an ore block.
