If you really want this to happen, go download the mod that does it. Simple as that. No point trying to get them to add something into the base game that you can just as easily get from a mod
It would be pretty annoying to have to constantly light up every branch mine and every cave. If I were to come to a cave and my torches had disappeared, I would go back and explore the cave again, only to find there are no minerals left. That would also happen for sections of caves.
I can't even imagine a better way to make people quit the game from shear annoyance and drudgery, I have one build where I have used over 17,000 torches. Even just replacing them all once with a new "permanent" kind of torch would be a mind numbing task, not to mention having to backtrack through every cave and mine you have already explored.
This is one kind of "realism" that is not needed or wanted in the game, what is the point of having torches burn out at all if your just going to replace them with another kind of torch that doesn't?
Well ausador, I think what most people would do is download the first mod that bring the old torches back. And for the idea, it would be bad... As soon as you spawned, it would be a rush to get to the Nether to get glowstone so you don't have to use torches. It would ruin the first couple of days of the game since you're just mining like crazy to get what you need for the Nether.
I once briefly played on a Bukkit server in which every torch had a 2% chance of burning out each Minecraft day. Some torches lasted forever, and a rare few didn't even last out the day they were placed. I thought it an interesting concept / balance, and made re-visiting old caves a bit more adventurous (without being completely crazy).
While I think might be a good idea adding to the game, I do agree that it's painful to replace them.
That's why they should add a new source of lighting, easier to obtain than glowstone but harder than torches. And how about those jack-o-lanterns? Having torches running out would really ruin a lot of adventure map that depend on torches for aesthetics and lighting.
I have kinda been playing with this idea in my head, and I think it could work with a bit of modification. Each torch has a certain amount of time to 'live'. A default torch would last 30 minutes, which would be shown in the item's tooltip. If you put a torch on a wall for 5 minutes and retrieve it, it will say 25 minutes in the tooltip.
Here's is an example of how combining torches would work (to increase time);
This would be done in a crafting table.
Also, a torch's time can be increased by 1 hour by adding another coal to it in a crafting table. When a torch reaches 0, it will simply go out and have a darker texture.

I would be worried about torch inventory stacking, as the game would only allow you to stack torches with the same durability ("time remaining"). If you went out and picked up several torches with different remaining times, it would quickly fill up your inventory.
I would love to see this implemented in hardcore mode if their burn-out rate is 5%. While this may seem high, I like the challenge that it'll present to the player from a survival aspect and will make redstone lamps and glowstone all that much more valuable.
As to those of you complaining about having to "carry hundreds of torches," I tell you this: You can make an infinite number of them. How? Wither skeletons drop coal and also just cook a ton of logs. One huge jungle tree guarantees you at least four stacks of torches easy.
If they do work on a time system, I wouldn't mind too much. Annoying, yes, but so are the bats. I think it'll provide a nice sense of atmosphere to the game, in my opinion.
There should be 2 kinds of torches. One where you get more quantity ans use less resources but have to re light it. The other one you use more resources and get less quantity but never relight it.
Hm, I don't think it would cause much lag. It's just an NBT tag that is subtracted from every 20 ticks (1 second). It won't cause a frame drop from what I can see. I don't really think it would complicate things either, as "perma-torches" could be crafted (possibly 1 stick and 2 coal above it?).

Inearly always use Redstone lamps or lava to light areas I frequent often, and for whatever reason loads of torches lag my game, hence why I don't use them nearly as often.
I don't think that torches should burn out, but instead get slightly dimmer (maybe about 3 light levels). This will encourage people to use better lighting for their houses, while not removing the usefullness of torches in caves.
