The two general server types I see closest to survival are landclaim and anarchy servers. Neither of these though allow for SMP back in the old days; back when simple servers were more common, and you could see many servers with houses, a spawn community, and civility yet with no land protection. Not everyone griefed back then, and when they did it was not often, which may have added some interesting challenge to SMP and was recoverable since it was not all the time. Nowadays hacks are very advanced, griefers are common, and if you even try to run a plain vanilla server out to the public, you will see players intentionally ruining others' fun by hacking and griefing when they really could be doing more interesting things. Everyone pees in the pool (metaphorically), so plugins must be present to prevent that. There are nowadays these two types of servers that have really formed as a result of this, and no in-between, which brings me to my dihlemma of finding that in-between...
Anarchy servers are usually mostly vanilla, raw minecraft servers, with no land protection, no rules, no kits, and no spawn. Hacking is also very often allowed. Upon first seeing an anarchy server and it being fairly vanilla, a player might think it would be a good place to do survival, but quickly you realize that there's too much chaos to realistically do that here (and, of course, people x-raying). On the other end of the spectrum are landclaim servers, which are very often paired with an economy, and if there's an economy, there's also most likely kits. Regardless, on these servers, there tends to be these big "collector" players that accrue massive land, collect everything from cats to diamonds, and rule the server while being fairly passive.
How should I go about finding (and creating) that in-between? I have two ideas, but I'd like to hear some other new ideas... feel free to read them below, but please think of some before you take a look (I don't want to discourage new ideas or throw off people's idea generation by showing my own first).

The first idea I have is to run what resembles an anarchy server, yet not call it that, and have a chat filter, x-ray prevention, and an anticheat. This does prevent forms of peeing in the pool significantly, yet doesn't completely remove it.

My second idea is to make a certain block (stone bricks) stronger, being much harder to mine and explode. This could mean for some very cool medieval teams and some civility, along with it being more effective to ladder up a wall than mine through it (making for some cool medieval battles), but I don't want this to result in necessarily a game centered around the block, which isn't really vanilla. This also wouldn't protect regular wooden houses in any way, unless they were within castle walls.
I don't think you're getting that back unless you make a server for your friends or something. You can't prevent people from griefing or being mean. You kinda have to use an anti-grief/claim plugin in order to make a public survival server.

Obviously... but I'm looking for creative ideas of making bases and land harder to grief yet not impossible, due to (in my opinion) the problems that come with that. Good old walking also does the trick, I suppose.
I don't know enough about setting up servers to know if it is possible to do this on a single server (which would be preferable), but I think it would work with two.
Restrict new players to a particular area (a few thousand chunks ie 50x50 ) that also contain some community areas until they had served a probationry period and built up some reasonable level of base/home/infrastructure.
Possibly you'd need to refresh this area as it got mined out :dunno:
It's not a particularly good solution (I'd find it quite annoying), and it won't stop a truly determined griefer; but it ought to at least limit the problem….

Sounds a bit like factions to me. Where you can claim land, optionally share it with others, do stuff, but where players also can wage war if they want to and by doing so challenge each other, also being able to re-claim / conquer each others land.
But stuff like that is already available. To my knowledge Towny supports this and I'm sure others do too.
Factions isn't what I am hoping on doing... just seeing the name makes people think raiding!!!. I'd not want to make a survival-factions server, but rather a general survival server... I want raiding to be a potential option, but not a focus.
