Little bit of a mystery for me. Whilst at my desert base I was tooling around outside with dawn just coming up, and I pinged a few skeletons and I believe, if I recall, a witch (if that is relevant to what I’m gonna say) just outside the piston door to my underground paddock. As I approached the door I could see an arrow that missed me embedded in the door, but when I opened the door it fell to the floor and I could see it was giving off the coloured particles in the picture (blue), so I assume it’s a tipped arrow. But I thought only strays could fire tipped arrows, and as I said, my base is in a desert biome, bordered by Extreme Hills, Forest and a Swamp. None of which produces strays. I certainly didn’t see any strays during the episode, but I was trying to work out if a potion thrown by a witch which hit a normal skeleton would somehow tip his arrows with slowness (or whatever it is witches throw) but that can’t be right can it? So how did a normal skeleton fire it?
That doesn't look like an arrow of slowness, more like water breathing or maybe night vision, though custom potions/arrows could presumably have any color.
Witches drink water breathing potions but presumably only if they're drowning which seems unlikely, they wouldn't be splash potions anyway.
Is this a single player world or server?
Any mods?

No, its just my 4-5 year old single player world. The area of my first base was generated around 1.5 time, and the only mods I've ever used are Horse Info, one of the minimaps, and Villager Info mod, none of which have been used since around 1.7 (the update that stopped a lot of mods from working).
As you say, the blue colour might be nigh vision; I made an NV splash potion, threw it at a skeleton and waited to see if it would do anything, but apart from the skelly giving off the particles to show it was effecting him, neither arrows that hit me or missed had any properties. I also managed to get a skeleton to hit a witch who then proceeded to bombard him with splash potions whilst he continued to fire at me, but again, whilst I could see he was affected, still nothing.
I don't even have any tipped arrows at this base; the lingering potions and the few tipped arrows I did experiment with are all about 10000 blocks away at my most recent base, and I've not been back there for weeks.
I don't know what caused it, but I was shooting arrows while looking for a glitched/invisible horse (which are all over in my pasture). I exited Minecraft and came back and the arrows were like that. Three or four times it happened. Vanilla 1.12.2.
Of course, I know the arrows came from me, but this is a large biome world and I've not even found a frozen biome at all, so there are no Strays here. I've never collected dragon's breath and these were regular arrows.

The colour of the particles is that of water, as if it was a water tipped arrow, so it is definitely not a stray's slowness arrow. I don't really know the specific reasons as to why this occurs, all I know is how to reproduce it by exiting and rejoining a world where either yours or a skeleton's arrows are in the ground (like that Sharpe has shown above).

Yeah, i just tried this and got the same effect as Sharpe, i dug down under one of the arrows so it could hit me but i didnt get any effect. But the blue is much lighter than the one in my example, and come to think of it I dont think I exited the game at that point, so its still a mystery for me.
Edit: Now I compare, I think the blue is the same so maybe I did exit the game at that point.
