I built an XP farm out of a spawner I found. It was working for awhile and then it just stopped. I've since rebuilt/changed the design and lit up the surrounding Abandoned Mineshaft area. The room is dark.
I've seen conflicting information about whether you have to be within 16(wiki) or 32 blocks of the spawner or 24 blocks AWAY from the spawner. The killbox is about 10 blocks away from the spawner. I've also seen conflicting reports about how far away needs to be lit up. I've read 128 blocks, 200 blocks, and also both that its based on player location and that it's based on spawner location. Just looking for some solid answers so I can figure out how to fix it.
How far away should PLAYERS be?
How far away do I need to light up?
Is that distance measured from the spawner or the player?
Do I need to make sure there are NO mobs, or just no Skeletons within that distance?
Any other information that you may have or I might not have mentioned would be appreciated too.

If it's a spawner, you should be right up next to it. Well, as close as practical/possible.
If you're building a dark area for mobs to spawn "naturally", that is where you don't want to be too close or too far away. But a spawner will spit them out when players get close. Also spawners don't care about mob caps if I recall... or at least it's nothing to worry about. It just needs to be dark.
edit - I noticed that it was working and now it's not. There must be something else going on. Can you break a block to look in, see if they will spawn in front of your eyes?
Cage spawners only spawn mobs if you are within 16 blocks.
They don't care about the normal mob cap, so no need to light up anything on their account, but if there are 6 or more of the appropriate mobs in a 9X9X9 box around the spawner they stop until the number is lower. So check if there are any mobs stuck near the spawner.
(Normal hostile spawns won't occur within 24 blocks of a player, if you are more than 32 blocks away most hostile mobs stop and gradually despawn, I think slimes are an exception. And hostile mobs more than 128 blocks away will imeadiately despawn, so lighting up 128 blocks away is enough.)
The maximum distance I think is 16m, but the closer you are the higher the spawn rate. The caveat is that it must be as dark as possible.
If they are not spawning on a multiplayer server, there may be other rules in effect that interrupt it. On a single player the only rule that interrupts that is the difficulty level, on peaceful they will not spawn at all. If you are using mods though, all bets are off as it could be any mod effecting that.
