I am playing on a server where I don't have the seed number to find slime chunks. (And it would be against the server rules if I did have it.)
So I had a plan of building an array of rooms at level 11. The rooms would have enough space in the middle of the chunk to spawn large slime cubes. I would light it up against other mobs, and keep mining more rooms and moving around until one of them spawned a slime. Then I would know if a chunk was a slime chunk.
However, for one thing this has proven to be tedious. I thought at worse, I'd be mining anyway, but it doesn't help that I haven't turned up any diamonds. Also, I can't guarantee I'm not next to a "mob-able" cave and not even know it.
Now I'm thinking of building an array on a relatively flat portion of ocean floor, if I can get down below level 40. I have the resources to build effectively under water (magic armor, potions, and sponges).
But both of these have the same problem that if I'm not lucky, my array could be HUGE and still not capture a slime chunk.
So, any tips on find slime chunks when you don't have the seed?

As far as swamps go, I never seem succeed at finding any. I get tons of zombies, skeletons, and creepers though! Any tips there? I know the phase of moon can be important, anything else?
As far as slime chunks...I usually run into them while I'm mining. Just build a larger main shaft...at least 3x3...mine are usually that or 4x4 and do your mining. Pop down every once in awhile even if you're not mining and check the shaft. I usually run into a medium or little guy bopping around and there's your slime chunk. It's not very scientific, but it's useful without spending a ton of time excavating for no reason.
As far as swamps...I usually just go to the middle of the swamp and build a noob tower in shallow water...go up about 15 blocks or so, so that you're out of the range of any skellies. If you want to use it multiple times, just throw some ladders on the side and a trapdoor. Build a little lit platform at the top and hang out and shoot creeps.... You should have a good view of a large area of swamp. Sooner or later you'll see a slime hopping around and you can jump off your tower, land in the water and go kill the slime. Even if you don't see any, you can run around the next morning and collect the XP from all the other little buggers you shot.
Once you do find a slime, mark the spot you found it in if it was underground. Pressing F3+G will cause chunk boundaries to display, so you can properly clear out the chunk so they can spawn.
