That's a total waste of two Golden Ingots. Think about the other golden tools you could make with those two Golden Ingots.
I'm going to nitpick this real quick- honestly, making golden tools at all is a waste. You want to save that for Powered Rails, or Golden Apples if you're so inclined.
I don't think anything needs to be changed about tilling for the sake of the poor Golden Hoe. I kind of like how memetically useless it is, lol.
I could use a gold hoe simply because I like eating grits in the morning. I have about 1000 reasons why I'd use a gold hoe. But one of them is very obvious and is playing out right now.
Mojang should make some sort of a 'failing' system with tilling dirt: that you can sometimes simple fail with it. Then that change would be the biggest with wood, then stone, then iron, then gold (To make gold hoes important!) and then diamond. I think that gold hoes then actually got a use: you got a very low change with tilling-failing. Should this idea be handy?
No it's not handy. It's another arbitrary flailing in an attempt to make something more important. Don't be a dungeon defenders.
Mojang just needs to make gold the next tier after iron and before diamond.
What else are you going to do with all that extra gold you have?

seriously though, when adding the tool tiers, they Had to add the golden hoe, even if it is useless.
I use up all my gold in making apples and more likely powered rails. I don't thin I've ever actually crafted a gold tool... with the exception of a gold sword to kill werewolves.
How about hoe enchantments to fix this imbalance? I don't see why it's such a taboo idea, Jebby!
1. Magic Seed I - III: Any seeds planted on the soil tilled by the hoe will grow 50%, 100%, or 150% faster. (for each level of enchantment respectively)
2. Sturdy Soil I - V: Each enchantment level adds a higher chance of crops not being destroyed when jumped on. (with Sturdy Soil V making it virtually impossible)
And of course, Unbreaking.
So, a Magic Seed III gold hoe probably would be fairly easy to get, and it would help a lot with crops if you're stingy with bonemeal / want them to grow while you're doing something else. I could also see Sturdy Soil V coming in a lot of handy, as well.
An Unbreaking III, Sturdy Soil V, Magic Seed III hoe would be more like it.
And of course, this would also make creating a diamond hoe more practical along with the gold hoe.
I came up with these off the top of my head, by the way...I don't claim to own the ideas but I didn't get them from anywhere.

Gold hoes are useless? Heck, I think hoes in general have little use. They only exist to till soil; you can get food in other ways. Sure, growing more wheat, melons, and pumpkins isn't insignificant, but really...IMO, I think that melons/pumpkins growing on tilled soils should be added back.
An idea I have is to make the different levels of hoes make your crops yield different amonts of items when fully grown, i.e. wheat gives more seed and wheat when the land was tilled with a higher level hoe, and melons would give more slices with a higher level hoe.
Golden tools/weapons/armor should have more uses than iron imo. You would have to get rid of the higher chance of better enchantments but then people will actually want to craft golden stuff. It'll make upgrading your equipment more entertaining because there are more stages to upgrade too. Wooden/leather > stone > chain (this tier could have the better enchantments) > iron > gold > diamond (obviously some are only armor or weapons). Just my suggestion.
