So I was building my small house in the taiga, and I didn't get to finishing the roof or torches before nightfall. So I went to my dug out shelter a ways off. When I came back the morning, I opened the door to walk right in on 3 creepers and the floor covered in snow. It had wooden half slab floors and a door so my guess is that mobs can spawn on snow regardless of the block underneath. Is this right?
Then likely they spawned on the walls and jumped down into the house. I'd have to see a pic to be more specific.
Remember also that halfslabs that are placed upside down are a spawnable block, only the old ones are still not spawnable because the transparent part is on top.

i believe that somewhere i read that in the latest update, they made half slabs spawn mobs ontop of them now no matter what way you put them
Last I knew that isn't the case. It would be fairly easy to test in flat creative. Just stack a tower of blocks up to Y= 126 then build a small platform of halfslabs, fly up about 24 blocks above it and see if anything spawns on it.
There's something odd about these "half-slabs" if snow settled on them. Just about wherever snow settles mobs can spawn - no need to complicate the explanation by having creepers jump down from walls.

I do, and I flew over there to try this. I placed a 14x14 board made of every wooden slab, transparent side up, and no snow was able to settle on it despite adjacent grass blocks becoming snow-covered. Nor could I even place snow on top of said board. And care to guess what else? I then tried upside-down slabs, and while mobs could spawn on those, they repelled snow too. Something is wrong with your floor, sir.

After re-reading your post I'm not sure what you're asking. If a block is a spawnable block, mobs can spawn on it even if snow has fell on it.

No, as said before they probably spawned on the walls and jumped down.
