You can no longer do the floating water glitch with ice in 1.9+ (they fixed it). Signs, fences and some other partial blocks should still work. If you describe your problem in more detail you'll get a more detailed answer.
I get a lot of ink from my guardian farm, so I didn't bother with an ink/squid farm.
My Squid farm at a previous base still seems to work ok, and that uses signs to hold up the columns of water. Used to be super efficient too til they gave Squid the ability to swim in water flows, so now they sink thru to the collection area far less readily as before. I think we need to see some screenshots of what you were attempting, as signs & fence gates should work ok ...
Couple of screenshots from mine below, they basically used to just fall thru the water columns to the kill area which basically pushed the squids to the middle and stranded them on rows of hoppers where they expired whilst the hoppers funneled the drops to a chest. (The first two pics were just to show how mine could toggle the water columns on and off, so the farm could essentially be deactivated, just an enhancement on my part)
Thats overdoing it i just wanna make sure i have more then i will ever need can never be to sure when i will need it again but the one i had originally built wasn't producing enough inc sacs so i wanted to to see if there were anymore efficient ways of building one and the reason i chose to try docm77 was just that the design of it was pretty neat and wanted a neat structure
How do i get my water to not flow on survival to farm ink sacs?
I've tried ice / fence gates & signs and still wont work.
Any links providing a tutorial that will work in 1.10.2 would be so kind

Is your guardian farm built your self or did you go off a Youtube guide?

Well this one works but isn't fast enough for how much ink sacs i need so i tried to use docm77's and thats when i had issues
Just make sure you're building it in an area that has minimal water outside the trap. I assume you also know that the elevation matters too.

You need more than 1500-2000 ink sacks an hour? Seriously? Do you mind if I ask what for?
I'm not sure those rates are accurate anymore. I'm betting it's much lower due to squid changes as Derman alludes to above.
