NOTHING on the internet is 100% safe, any merchant you do business with (physical place or online) could have someone within that company flogging your info off to third parties. It may be several months before the credit card is used for an unauthorized transaction, by which point it's near impossible to trace back the origin of the theft.
If you want to shop safer online, invest in a debit card. They work like a credit card except you choose how much money you keep on the card and can set zero limit when it's not in use.
If you're using Norton you deserve to be robbed.

Minecraft is as safe as it gets - safer than PSN, safer than Xbox live, safer than Norton. 5 million purchases with no fraud, viruses, or theft. No real violence, no sexual themes, no alcohol, no vulgar language - it's a game to expand your imagination and creativity. Your mother should be asking you to play it.
One of the payment options is PayPal... if you can't get her to trust PayPal then I don't think there is hope for you.
I agree with the Paypal stuff. But here's an idea: get a prepaid credit card (visa/mastercard/whatever) and use that to buy Minecraft. That way your mom can be reassured that it's not her actual credit card.
You're using Norton? May I suggest MSE? It's free from Microsoft's website and I find that it works much better than Norton (after Norton allowed around 10 trojans through my firewall over the course of a month).
On topic: Yes, Minecraft is safe to buy. It contains no viruses, and Mojang isn't a scam company. 5 million people have bought the game. If they got scammed, we would have heard about it by now.
My friend's mom didn't want to buy MC with a cred card so he got a pre-paid card and it worked great. You can get them from most banks.
When I bought MC it said the money was sent to pakistan or some middle eastern contry but they didn't rip me off at all.
