I generated a new world with 12w23b and i found a biome called ice plains and ice mountains, I've never seen this before. Is this new? Seed:4588969919206927651

No, the biomes have different names depending where you are. Like if in the mountains, it'll be, (whatever biome it is) mountains.

Ice plains & ice mountain are the same as tundra.

to see what biome you are in hit f3 and it will say on the second to bottom line of words where it says lc:
example: lc: 127 b: Extreme Hills bl: 0 sl: 15 rl:15
the b next to 127 and the : stands for Biome
