Boat paths. You need water, obviously, and wool/snow if you want to soften the impact to the walls so that it doesn't break. It'll have to be a downhill slope, but you can make a water elevator at the end. It's not as expensive, but a bit harder to do.
Don't underestimate the power of the Nether for long-term travel. Other than that, boats are a decent way. Also, for me at least, going through a direct tunnel feels a lot faster than having to go overland by foot.
Sprinting, boating, also TNT launchers. There are several designs on Youtube and MCwiki. Piston elevators work well for vertical travel, and can be converted to horizontal travel too. Good luck, and good day.

Jumping while sprinting is very fast, and doing that on ice is even faster, then you get a speed potion and run even faster, then travel around the world 7 times in one second :3

Using nether portals is a good idea. If you are going downwards only use a tunnel straight down and just fill the bottom two or three blocks with water. You'll just need to find a way to get up again...
Theres a specific way that you can see on youtube thats quite cool but complex which involves a line of pistons going in a diagonal direction powered by redstone which is one of the fastest modes of transport in Minecraft

One of the easiest ways is just to build a nether portal at each end, and make a safe tunnel going between them in the nether. If the portals are underground you can just quickly burrow through the netherack.
Water channels are pretty cool, and cheep(though time consuming), and even without going downwards they get devent speed.
It depends how far you need to go. Sometimes simply clearing a flat walkway is the best way. I made one of these between two of my bases. I was originally going to turn it into a rail system, but I figured it was a bit of a waste of resources. I made the walkway at level 81, so it clears most of the hills that would have taken up time navigating through.
One really simple way to travel fast (or faster) than minecarts cheaply, you just make a flat, two high tunnel, and you sprint-jump through it all the way. This is really effective, since you can move around the same speed as a minecart with full momentum.
EDIT: Although this reduces your hunger bar at the rate of 4 seconds/drumstick (or whatever it's called).

I tried it with terrible results. I gave my wife my glasses for a second, a creeper showed up and now my wife is pregnant.
