I hate how nobody can just ****ing say that the damage value for a wool cannot be used in vanilla minecraft.

Now, I'm going to take the time out to properly tell you how to do it. As the FIRST person on this entire thread. Which is pretty sad.
There are two ways to do it.

*16 and over (turns to white wool when placed.)
Those are your tables.
The number after the colour is the number you will need for the coloured wool.
If you want to give a player a stack of red wool, because the ID for wool is 15, the damage value would be 14, for red. (See the chart above.)
You would then type /give <player name> 15:14
Tada!
The second way to do it, is to type /give <player name> 15 64 14
The 64 is the stack, and 14 after that being the damage value.
You can do this with WorldEdit, too.
Type //replace 15 15:15
That would replace all white wool with black wool.
There, now hopefully you'll be able to do what you wanted.
