i play on a minecraft realm with my friend and i made a mob grinder like mumbo jumbo() and im getting spawns but very rare the problem is fixed when i load his world download. but mine is built the same i will upload some screenshots
The fact that it works in singleplayer is highly suspicious.
In other words, it is probably because of this bug, which is one of the worst bugs out there (you also gotta love the fix version listed - why not 1.9? This should have a higher priority than 99% of the bugs 1.9 is fixing):
This pretty much ruins Realms. I've always been a fan of mob farms, mob sorting, etc. But it's not really worth it to make anything like that when such a small amount of mobs spawn in the first place. If they don't change how this works, adding just 1 more chunk of render distance to Realms would make it much more tolerable.
And in fact, based on your screenshots Realms appears to use a view distance of 9 for some reason; I can tell because the MultiplayerChunkCache shows that 361 chunks are loaded - which corresponds with a view distance of 9 chunks (see table here; the proper view distance of 10 would load 441 chunks. Your render distance is 8 but that has no effect in multiplayer unless you are the host of a LAN server, or play in an older version, before 1.7.4, when they messed up singleplayer as well by changing how chunk loading works).
Of course, multiplayer mob farms also depend on no mobs spawning near other players but that would not explain hardly any or no mobs spawning, same for not lighting up caves (or you'd not see any mobs spawn on the surface at night. Also, one way they can fix mob spawning on multiplayer is to separately spawn mobs around every player, including individual mob caps for each player).

i am 24 or more blocks away

and i still get no mobs
To verify, are your dispensers properly dispensing and retracting the water? The water isn't permanently out is it?

TheMasterCaver's First World - possibly the most caved-out world in Minecraft history - includes world download.
TheMasterCaver's World - my own version of Minecraft largely based on my views of how the game should have evolved since 1.6.4.
Why do I still play in 1.6.4?
the water is working and i think TheMasterCarver is right its probley a bug thanks
