I usually try to have the most used items centered around my sword. that way if im mining or plaching torches i can quikly switch to my sword if i hear the hissing of a creeper or the moan of a zombie or something. also i have the lava bucket there so if i see a bunch of mobs or mobs at the bottom of a ravine or something i can light them on fire and taunt while also saving my sword's duribility. Also the lava bucket provides a source of light and entertainment while im scanning the bottom of a ravine from above.

I don't use any order to my hotbar, but I usually have the following:
Pickaxe, Torches, Sword, Bow, Food, Misc.
I try to keep my sword and my bow near each other, as combat doesn't give you time to scroll across your hotbar.
(If I'm going to an abandoned mine, axe. Else, nothing)

This setup revolves around picks which are slot one because I'm mining. Cobble is kept one wheel click away for quick-blocking lava and making crude bridges across ravines and such. I also once quickly walled off a creeper =). I keep torches in slot nine as they are the second most used item and can be accessed with a single wheel click like cobble can. Swords are kept next to torches because when I use torches I am exploring new cave and am more likely to encounter hostile mobs obviously. Food is food and everything else varies. I often forget shovels and water...
Any other time I have a sword in slot one. The rest depend on what I'm doing.
