Okay, so I've run into a stump.
I found slime chunks, and dug them out. Three of them in a row. Once they were dug and lit, I was harassed by slimes spawning while I was setting up the cactus, hoppers, etc. Now that I've finished it, there's been zero slimes spawned and I've spent considerable amount of time nearby (about 30 blocks) waiting for spawns, checking roughly every five minutes.
What I think -for whatever reason- is that I used Prismarine (+variants) and Sea Lanterns for the flooring? The space is 5 blocks high and goes to the edges of all chunks, so that's no issue. The only other things are the cactus, eight hoppers and a chest at each area (in each chunk's center). I have dried out and ripped out the interior of a Sea Temple, and it's zero light in some areas. I have not seen a single mob spawn in the temple.
It's worth mentioning that I have looked into it, and slimes should be spawning on these blocks. All mobs should be, but so far in the several hours I've spent around the Temple and the farm, I've not had a hostile mob spawn on Prismarine and its variants. I'm also on a server if that makes any difference, and finally the light level, at minimum, is 9. Also the farm's height occurs at diamond level- 14 is the floor height, if I recall correctly, but it's plenty deep enough for them.
I'll upload screenshots- One is it half-built, and as you can see it's working fine with slimes spawning and rubbing their faces on the cactus. The Sea Lanterns don't seem to have an affect. The other is the completed flooring, which since its completion has not spawned a single one. Each of the three chunk pieces are identical in build. I'd like to know if someone else is having this issue, if I'm doing something wrong, or if this is truly some weird fluke.
Mobs other than Guardians can't spawn in Ocean Monuments, but it shouldn't have anything to do with the Prismarine, it's an 58×58×23 area at each Monument that doesn't allow other mobs to spawn.

Being on a server could have an effect.
The mob cap is shared between all loaded chunks, so if other players have a lot of hostile mobs where they are that will have an effect on spawning where you are.
Also servers may have plugins or settings that limit mob spawning to cut down on lag, you'd have to ask around or read their FAQ and rules.

It looks like that was it. I logged on with far fewer people on the server and they spawned.
