after a couple of new maps i think i have it, the little patch of land on the west side of the square looks quite islandish to me, and i think it'll be the future Japan, or at least home to one or two of my future cities
Awesome, maybe you gotta build the Sydney bridge over a river!
Yea, I thought about suggesting the bridge but I thought that the Opera House was more interesting and I only wanted to have one challenge in any one city. I chose Coober Pedy because it is fairly unique being that it is mostly built underground and I thought it would force anyone wanting to do it to do some research. I would strongly suggest that building the Sydney Harbor Bridge is a great idea for anyone doing this

I can see why you're having problems with Greece, since you're focusing on ancient Greece. Ancient Greece wasn't ever a unified country. Rather, it was a collection of city-states that had a tenuous peace among them at the best of times. You could just focus on specific city-states.
I can appreciate why you don't want to dictate how people build their cities; I know I wouldn't want some random guy on the internet telling me what to do for no reason. On the other hand, having a secondary challenge (controlling five islands) be more difficult that the primary objective kind of makes me scratch my head. Granted, "control" is a very broad term that could mean anything from building a giant penis in the middle of five islands to making cities on five islands. I'm not knocking how vague it is, since that what makes the results of challenges like these interesting. I'm just saying that when a secondary challenge is potentially exponentially harder than the primary challenge, there's something wrong.
While I'll agree that the Parthenon is by far the most recognized structure of Ancient Greece, it by no means exemplifies "the Golden Age of Athens." Yes, it is a wonderful example of the marriage of math and architecture. (Fun fact: because it is so huge it's actually subtly curved to make it look straight, since long, straight structures seem to curve in certain perspectives.) That said, if you're looking for what really highlights the height of Athens, you should look at the Agora, specifically the Stoa of Attalos. It's a fantastic building, not to mention quite a bit more complex than the Parthenon.
Yes, building the Acropolis would take a bit of research, but that's part of the fun, at least for me. Learning about the history of a place and why it's built how it is can be fascinating. Regardless, you'd have to do some research on any of the buildings listed in the challenge. Even if it isn't a specific building you'd still need to do some research to get the style right (I'm looking at you "have a sophisticated factory in Berlin).
In all fairness, though, this is your challenge to design and run. That was just my two cents.
Long quote, sorry. But I was also thinking about this, and you have a good point with your city-states idea. What if the main objective were to create three city-states, one of them including the Parthenon? I suppose city-states can be interpreted pretty fluidly. For myself, I would most likely create 3 walled cities, each having their own government facilities, including a palace of sorts. I would also create generous farmland outside of my cities. (I like farms.) Man.. I almost want to do this.. arrrrrrg, I see my hours slipping away...
I'm going to try the Norse Vikings as a civilization but here are two civ ideas that I'd like to get added to your list.
Canada (A bit after colonization)
-Build Ottawa (Probably typed it wrong, kinda sad knowing that I'm from Canada...)
-Have three double chests of cooked or uncooked porkchops
-Build 5 Hudson Bay Company stores in three small settlements at-least 200 blocks apart.
Norse Vikings (Scandinavia?)
-Build Valhalla or Yggdrasil
-Have two Long-Boats with enough supplies for two months at sea, along with room for the loot.
-Build two towns that include at-least 1 Long house, 3 Regular Houses, 1 Shrine to any Norse god, 1 Long-Boat.
Ireland(Dublin)
primary: establish at least 3 cities on a large island
Secondary:construct at least 10 farms per city
secondary: have at least 1 building per town made out of green wool
(bonus)build a giants causeway
Israel:
Primary - Build A big temple in a city called Jerusalem, with a wall around the temple, and a wall around Jerusalem (must be built with stone, cobblestone, or sandstone)
Secondary - At least 3 cities, with one of them being Tel Aviv, also a minecart station (plane landing if using the plane mod)
Secondary - Around the country, add some TNT cannons (defense system), about 4 on each face.
(Bonus) A snow mountain with a river spilling into a canal near Jerusalem
Okay. The first few in-game days have been pretty good resource wise.
Day 1: Built dirt home. Found some coal
Night 1: Slept like a pansy, except for getting attacked during night from lack of safety.
Day 2: Looked into the cave near spawn.
Night 2: Dug down to level 12.
Day 3: Went exploring, found island for Tenochtitlan.
Night 3: Expanded level 12 mine.
Day 4-6: Cleared trees from Tenochtitlan.
Night 4/5: Expanded mine.
Night 6: Heard skeleton underground, went to find it. Entered cave, killed skeleton. Searched cave: found 21 diamonds.
Now I have to build the city, when I get more stone.

Tell that to Philadelphia, and the Liberty Bell.
Yes, it's a reproduction, not the original Liberty Bell. Apparently it was built in 1926 for the 150th anniversary of the U.S.
