Now, I'm not very experienced in the Minecraft survival world (I've always used to hate survival world for some reason), so does a witch mean that a village is nearby?

Witches can also spawn via villagers being struck by lightning, it is a not well known feature but you can test it out in Creative by spawning a villager with a egg then doing /summon LightningBolt.

No. Witches spawn randomly anywhere although with less frequency than the main three mobs.
Witches also have a dedicated spawn locale in swamps with the witch hut.
Villages have no greater frequency of witches other than the rare lightning strike conversion.

There is no greater frequency of witches in villages than outside of villages. Coincidence is not correlation.
