Is an Endermen's Head meant to pop up like so?
And I have started a branch mine, and I remember reading somewhere that the diamond spawn levels have been restricted (lowered, I assume) does anyone know the exact levels?
It doesn't matter what game you play, as long as you have a good time when playing it and that it is a game that is good(if you want to know if the game you're playing is good, just ask).
I did an analysis, and the results showed that once you get past the lava layer, diamonds drop off sharply.
Mine when your y coordinate says 12.62, but be careful. Alternatively, you could mine when it says 13.62 for a little more safety, but you'll probably get only 93% of the diamonds you would get at 12.62.
Although, if you want the absolute best, mine about 2 levels lower. However, if you do that, then you'll run directly in to lava.
This topic concerns me, since I've just started my first shaft mine at level 12 (I used to do level 7, my logic being that I could always make another one above it, but I never get around to it). Someone please either screenshot diamond appearing above level 14 or confirm that it's been changed!
If you click f3, the y coordinate should show 10.6. That is now the best layer to start a branch. You can still find a lot of diamonds digging at 12.6, but you will find less diamonds in the ceiling of a tunnel at that level. Some players might choose that level to avoid the lava.
I even start my branches at 14.6, but make tunnels at multiple levels. Then again I'm not looking for diamonds exclusively, but all resources and I like the idea of stripping an area completely.
Hmm ok. well "16" was the old layer, and so far the responses have been "12" and "14" well that doesn't help very much.

The full range is 1-16 (0 is only bedrock)
10-16 have much higher quantities.
Mining below 12 is difficult because of the lava lakes at layer 12.
Therefore the best position is standing at either 12 or 13.
If you stand on block 13 block 16 will be the block above you. This allows you to have potential diamonds on all sides of you.
Lava lakes are at 12. So if you mine at 12 you still have diamonds all around you, but also have the ability to tip water on the lava lakes and quickly check a large area whenever they are uncovered.

Diamond ore occurs in roughly 0.1276% of stone from levels 2-14.
There is an average of 3.097 diamond ore per chunk.
Always dig around a diamond block before mining it to ensure that the gem won't fall into a cave, lava, etc.

Etho (Youtube: EthosLab) started one of his LP episodes in a branch mine some time a go. At about 2:30 in the video he talks about his findings using MCEdit to check where he could find the highest consentration of diamond and redstone.
I just started a new world a week or so ago. I was in a cave and initially passed right by vein of 7 diamond because I wasn't expecting to see it. I was only at level 23 and was trying to get down to 14. Glitch?

I've started digging in the 5 - 8 range. I spent hours branch mining with tunnel that ran out 150 blocks in the 10 - 16 range. I start them 3 block apart, then went to 2 blocks apart when I could not find diamonds. Then decided to give the 5-8 range a try and found about 15 Diamonds in 10% of the time the higher tunnel took. Guess it could just be a fluke.
Mining at level 12 is still good and probably the most optimal. As others have said it is close enough to the 'sweet spot' to net you the best chance at diamonds, while still allowing you to avoid lava because it will at your feet level or lower (except for the random generated single blocks or lava pools). Also think about it, with so many blocks taken up by lava pools and bedrock farther down, going much deeper is just going to be a headache. The lava is easy to deal with when mining at layer 12 because you can just use a water bucket to turn it to obsidian and walk across it. Even if you want to brave mining at a lower level, starting at layer 12 first would allow you to turn the upper layers of lava to obsidian and give you something to place blocks against when you mine lower and break into the under layers of lava.
Also I have not heard any substantiation of the 'diamond was lowered' statement. I think it is possible that it was a misconception by someone who read the terrain generation code but didn't realize that this is only for placement of the diamond nodes initial 'seed' placement, then the surrounding diamonds are placed around that seed. So even if the terrain generation uses layer 14 as its stopping point, the surrounding diamonds could go up 2-4 layers higher.

Pardon? I wouldn't know I have been mining on level 16 but I haven't seen any.
I believe that diamonds are now restricted to Level 12 or lower. Rather an inconvenience if you ask me, since Level 10 is the lava lake layer.
