You can only find them in certain biomes, I believe -- which can sometimes be tricky to figure out. I'm pleased, though, it creates a more effective use for forest biomes.

i have a forest i fenced in for wood about a twenty by twenty space went there about three hours ago i got twelve wolves in there. try fencing in a area pant trees an see what happens.
There is a little trick to finding them. Try looking for random sheep wool on the ground, that's a sign that wolves are nearby. Also, if all else fails, try swimming away to another island with lots, and i mean LOTS, of trees. There should be wolves there. I already found three, I only tamed two though, I had only two bones.
