I keep hearing it too. It's the exact sound when you are near guardians. I'm hearing it in a mineshaft deep underground, but under the ocean. I went up to the water and there was nothing. No guardians swimming around. So annoying. I was hoping it was a spawn spot for guardians in a 1.7 area.
