It supposedly leaves puddles in small holes. How small? Not sure but I would guess a one by one would do. Can't confirm this personaly but read it on the wiki.

In a snow biome, you could place a repeater block next to a water source block, and then redstone on the other side. (Make sure the water doesn't destroy your cirquitry!) When it starts snowing/raining, the water will freeze, allowing the current to travel through it.

maybe something really really complicated and clunky and stupid and pointless?
A tamed skeleton or zombie spawning dungeon where instead of a grinder the mobs would be forced into a little day-lit corridor with a pressure plate floor. The sun would kill them so there would never be more than one or two outside at a time, but rain would allow them to be live and a crowd of them to hit the plates more. If you saw a very increased frequency of pulses and your clock said it was day it means you have a zombie party going on upstairs indicating the rain is keeping them from being barbecued.
Actually, I need to experiment. If a mob touches lava at any point it gets ignited right? So if it touched lava shielded in an adjacent corner using that trick, but it didn't die and made it to the other side of a hallway with something to coax it forward, it means it ain't dying and its got to be raining. A back and forth minecart?
