You can do light switches with levers. I am terrible with redstone, though.
If you mean turning of/on regular torches, no, you can't. As has already been mentioned, redstone torches don't emit enough light to stop monsters from spawning.
Looking through the single player mod I posted, there's a new torch you can make with lightstone using his lightstone mod that would allow you to make a toggle-able button. Pretty sweet mods he's got.

I forgot all about that. With the new half steps, this should make it much more appealing of an idea. Anyone know if any of the new half steps don't work for that though?

I've never seen fully-functional switch-on lighting, but someone once designed a strobe light using light from a torch that could be turned on with a switch, but I don't think it could be turned off. It used the strange bouncing property of gravel/sand on boats to intermittently produce gaps in a tower of gravel/sand.
Then again, why would you want switch-on lighting? So you can see the creeper that spawned in your bedroom while the lights were off? I guess it would be cool if you play on peaceful, but I don't think people would use it much.

Or mob repellent for your house so you can have light switches!

Mabie lanterns won't be implimented and thousands of gamers won't ragequit when they start a new world.
