Me and my brother are playing survival on his lan singleplayer. I made an xp farm but after 8 zombies spawn no more spawn unless they have been killed, almost like theres a spawn limit. Is this 1.7.9 or just something wrong with our lan server? thanks
There is a spawn limit in the game and it takes into account ever mob with 128 blocks of you in every direction. You need to make sure all the caves are lite up in that 128 block radius. Once you hit about the 90% mark on lighting up you will see massive improvements. Also if you brother or anyone else is somewhere else on the map that are going to have mobs spawning around the 128 block radius and taking away from your cap as well. Hope this helps.

It would be very helpful to know what kind of "XP farm" you have built. Without details, we're all just guessing.

and courageous its a basic zombie xp farm, it gets rid of zombie babies and it lifts the mobs 23 blocks then drops them.
Make sure the killing room is far enough away from the mob spawner- further than 16 blocks should do it. If not, then report back.
Actually, according to wiki, Make the collection point further than 8 blocks and you should be fine, I personally won't recommend 16 blocks because you have to be in a different area than the collection point in order for the mobs to spawn c:

zollie and Lister have got the right idea. Marinade, he gave enough clues in the OP to indicate that it's clearly a zombie dungeon-spawner XP farm. Frog, the monster spawner ignores the global mob cap, so lighting caves or otherwise eliminating nearby spawns won't actually help at all in this situation. Here is my quoted response, from the last time this question came up:
Whenever someone complains of a mob spawner that "spawns just a few mobs and then stops," it is almost certainly because their "holding area" where they store the mobs to be killed is too close to the spawner. If there are more than six mobs, of the type spawned by the spawner, within eight blocks horizontally and four blocks vertically, of the spawner block itself, it will not spawn any more mobs until some of the existing ones either die or leave the zone. You can end up with slightly more than six because some mobs will leave the zone temporarily (i.e. through a water-elevator) and then re-enter when they fall back down into the "holding area," with more having spawned in the meantime. I'm almost one hundred percent positive that this is your issue. Move the holding cell another few blocks away from the spawner, and it should work just fine, without jamming up.
The spawn area around a spawner block is 4 blocks out horizontally in each direction, and 2 blocks up and down. So your spawn room should be 9Wx5H, centered on the spawner. You then have to move the mobs more than 8 blocks away horizontally, or 4 blocks vertically (twice the spawn distance) for the spawner to fire again. The player (you) must be within 16 blocks of the spawner for it to keep firing.
Your XP/mob farm design must take all of this into account. If your killing spot is within 8 blocks horizontally, or 4 blocks vertically, then the spawner will stop firing after 6 zombies (give or take a couple, depending on how they are moved).
My design drops them 7 blocks down to quickly move them out of the spawn area. Why 7? They need to be 4 blocks away vertically, and zombies are 2 blocks tall, plus they jump in water, so another block for the jump. 4+2+1=7. Then water sweeps them 9 blocks away to a water elevator. This keeps them out of range even in the elevator. A water canal at the top of the elevator carries them 9 blocks back over the spawn area and drops them 23 blocks to my kill platform.
My work/kill area is directly over the spawner, 8 blocks above it. I can watch it spawning through a glass block in the floor. I also have a glass block wall in the water elevator so I can see them as they pass by on their way up. And I wired up a couple of redstone lamps to tell me when I have enough mobs on the killing platform.

I used a drop tower, so I didn't need a crusher, but that's another way of doing it. You could also use a lava blade.
Originally I did not have an ice floor. Later, I replaced the stone floor with ice, but I really didn't notice a difference. The water alone seems to be enough, although I suppose ice can't hurt. And you don't necessarily need packed ice. As long as the room is dark enough (which it should be for spawning), regular ice won't melt.

Indeed, But packed ice looks better in my opinion :P, And i have a 22 block drop too, But when you afk for 3/4 hours, You lag so horribly that you have to use a crusher to kill a few :P, It's handy, Or when you're working on your underground base around the mob spawner and get some 500 useless mobs you're too lazy to kill, XD
