On topic: I think OP means a block that needs to be "charged" for several seconds before allowing the redstone through.
What I think he's looking for is a block that stores energy and charges nearby blocks which, when stepped on, shock the player once and drain the charge in the capacitor until it has recharged. It's actually not a bad idea as an extra Redstone output block, or even as a Redstone circuit block for delaying flow through circuits; you could use it to make much slower clocks.
The one problem with the suggestion is that Redstone, according to Notch, doesn't carry electricity; it only carries information.

therefore Redstone currently has ALL the qualities of electricity and behaves in the same way
even if you say t is not electricity, it emits light and has energy, and therefore a capacitor can be constructed for it to delay the transfer of energy
