I believe that the creative texture for barrier blocks should be made similar to/be that of glass. The moving "no" signs are distracting and hard to work with in some purposes.
I don't see the problem with the current particles emitted from the block. A plausible solution would be to toggle particle visibility when working with these barrier blocks.
The barriers now appear like particles. And as you maybe know, the particles render behind water, so the barriers look like they are under the water, but they can be also above water. There's also no rule, that tells, in which order the particles should appear. When you build a tower of barriers and look from top, you should see the closer one in front to the farther one. And what appears? They order is switching all the time, you look trough them. And those particles also slowly disappear, when the barrier is broken.
Changing the barrier visibility to use block textures is not a solution to the given case. The problem lies within particles themselves, and should be proposed as a suggestion to change how particles function. An overhaul to that system is better suitable. the only way to effectively change a child's behavior is to change the parents first; there, all other children from the parents will be influenced as well.

I think red outlined glass is a good idea. Something see through, but not invisible or moving (like those awful no signs now).
Yea, It's pretty much a necessity. Placing a lot of invisible blocks without forgetting one here and there is hard!

Which on each side can you tell has one more block height than the others?
For me it's easier with the glass then annoying turning red no signs.
