For the effect ones you could just do /gamerule banEffect [id] false to unban it.

If true,the monsters will spawn at the daytime,
if false(the default option),the monsters will spawn ONLY at the night
this option is perfect to make a creeper world(if you disable every mobs expect the creeper)
/gamerule mobSpawningSpeed (0.1/1000)
Changing the value of the gamerule will change the speed of the spawning of the mobs
/gamerule mobSpawningAmount (0/1000)
Changing the value of the gamerule will change the amount of spawned mobs(do not affect the spawn eggs and the /summon command)(set the value 2 and 2 mobs will spawn,set the value to 0 to prevent any mob to spawn)

There's no set number. Just steps:
1) You have to make a suggestion that people like.
2) You have to get Mojang to notice it on the Minecraft Forums, which almost never happens unless someone tweets them the link and says "Hey! Check this out!"
3) Mojang has to like the actual suggestion.
4) Mojang has to implement the suggestion.
I doubt More Gamerules will ever get to that point but hey, you never know.
I'm sick and tired of having to download the treecapitator mod and downgrading to 1.7.10. I would probably do this in all my worlds.
