No. That is a bad kind of patching. What you need to do is address the root of the problem, that covers all the cases it might crop up, and not patch every single slightly-different way it could occur one at a time.

The problem is that the zombie that pick up items don't despawn when they pick up unimportant stuff.
The easiest way to deal with this is simply to make zombies not pick up non-player items. A simple 1 bit flag that is set to 0 by default, then set to 1 as soon as the item is connectec to the player (i.e. either by entering inside his inventory or if it is is clicked on).
The way I'd like for it to be dealt with is that they despawn anyway, they just reset their own despawn time to a new 5 minutes duration whenever they pick a new item.
And yeah, chicken jockeys should probably despawn as a single unit.
Actually, there already is a tag that exists for Item entities called "Thrower", which indicates which player has dropped the item. In this case, it should hopefully be an easier fix since this mechanic already exists.
The wiki also states there to be a "IsChickenJockey" tag for chickens, but that does not seem to exist on any chickens, nor can it be forced to exist.
This is a very good idea, I've also found some similiar issues, and not only will the chickens and the mobs not despawning cause a significant amount of lag, the eggs themselves sitting as entities will cause a considerable amount of lag as well.

Uhh... Don't forget that chickens can still lay eggs when zombies ride them. It would be much slower, because of the despawning, but eventually you would still get zombies holding eggs not despawning.
How about not reducing the life in the world and increasing it instead?
Rather than chickens just despawning, we could have less common animals that attack and kill the passive mobs.
Wolves, for example, kill sheep.
I do think that needs improvement, though; wolves will not stop killing the animals, and when they do, the sheep aren't coming back.
Maybe have animals auto-breed after a time when at full health, and have animals auto-regen health slowly over time.
Then have hostile animals like wolves stop attacking the passive animals for a while after each kill.
We can have hostile animal mobs underground, too, that act more like other hostile mobs, or like bats: they despawn in time, but they also spawn in the dark.
This way we get more mobs and a more lively world but we don't have an excess of a single mob like chickens.
Another solution: differentiation of surface mobs and underground mobs.
Right now caves are as dangerous as the night on the surface, essentially.
I would like to see some uniqueness in the mobs that appear in the caves.
Chicken jockeys could be surface only, so there wouldn't be many chickens in the caves.
(In all honesty I'm not too fond of chicken jockeys, but if they are gonna be in the problem presented in the thread should at least be solved.)
Chicken jockeys have to be the single most poorly thought out mob Mojang has ever added. They are literally worse than the first gen Endermen who would pick up any block.

I don't know if this same method works here, but when I use GameMaker in my Game Design class at school, we can use multiple objects with the same sprite to do different things. Maybe they could technically create a new "mob" using the chicken texture that only spawns as the chicken for the jockey. Thus, they would also make it despawn with the jockey. That way they don't have to make regular chickens despawn.

It wasn't until I started digging out an area for a mob grinder that I found this and figured out what was going on. Lol, that is so amazing! I must admit, these things are making fantastic portable xp farms. Anyway, mojang has fixed it I believe in the 1.8 snapshots by making Jockey chickens not lay eggs.
Why not just remove the Zombie's ability to pick up items? That would fix the problem. Or get rid of the Chicken Jockeys.
Both of those are a little drastic, Dinnerbone has reportedly fixed it and chicken jockeys no longer lay eggs and when the zombie despawns the chicken despawns with it
