I suggest adding a new enchantment called Unnameable. It would have the effect of stopping the enchanted item from being renamed in anvils. Any custom names already added would remain, it would just prevent further name changes to the item.
This enchantment would never come from enchantment tables, and only be obtainable with enchantment books from the creative mode menu, or with commands.
What's the point of this? To help map makers and server owners use items in currency or ticketing systems, along with hoppers that filter out items by name. You can give players unobtainable blocks like sponges or fire blocks, with custom names to denote denomination or purpose. The unnameable enchantment would stop players from renaming the items and creating counterfeits.
Example: you decide to use ender dragon eggs as money on your server. You can give the eggs names like $1, $5, $10, $20, $100, so players and vending machines know how much they're worth. By using the unnameable enchantment on all the dragon eggs you give out players can't change the value of their money and ruin your economy.
Server admins and map makers can already do pretty much exactly this by just increasing the repair cost to beyond 39.
That might work for automated systems, but you could still rename it to fool players you're trading with. And this could be done just in creative, without any commands required.

1: It will be annoying if you get this enchantment when you are enchanting, because then you won't be able to name your enchantment and you just wasted your exp
2: This will just make it harder to get a good enchantment, at least Bane of Arthropods has some sort of use

The idea is that the server owner, who has access to every block, could issue them as currency to players in survival mode.
For example, your server owner could make a shop that gives players renamed flame blocks as payment whenever they toss resources in a hopper. You can do that right now of course, but this could be used to issue in different denominations that players can't alter.
I think you are all missing the point. This would be useful for things like train tickets, currency etc. which should not be changed.

instead of having it as an enchantment have it as a nbt tag because nbt tags are easier for the devs to code than an enchantment, and now because we can change nbt tags using /give commands
