My suggestion is /time stop. It would look like this if you did /time:
/time [add:set:stop]
You can do /time stop to stop the time at the time it is at. If you do /time stop # it will set it at that number and stop time. This could be used to set time at the sunset and other times for maps. It could also be useful if you have to get large amounts of a certain mob drop you can stop it at night.
This will also be use full to keep time without having to use a command block that will constantly be setting it to that time.
Tell me if you like it.

Or actually stop time and froze everything to standstill not just day/night, like to inspect a mob without it moving around or set something around a mob, or something.
"Colder than the snow that blankets the earth" "Colder than the ice that cover the stones and freezes the rivers" "Colder than the north wind blowing through a winter-bound forest" "Colder than all these is the smile of a Shade of the Dark"

On topic: Like others have said, there is already a command for that.
Also, here is an awesome suggestion I had: http://www.minecraftforum.net/topic/1745550-biome-effects/
