Eh, maybe. The game is very very easy as is so it's not exactly benefitting PvE (though the creeper effect would allow for some pretty interesting tactics) and on its own it's rather dull for PvP.
I like the idea, but before this happens PvE needs to be made more difficult and there should be more weapons than just Bolas for PvP.

All the weapons in the game so far just do damage. These don't do any damage, but slow the target down, letting the player finish them. Like a said, variety!
False. Splash potions are every bit as much of a weapon as anything else, and deal a wide range of effects, often without dealing direct damage. Fire and TNT are often considered weapons, and don't directly deal damage, or at least not in the same ways as bows and swords. Your environment, too, is a weapon, as cliche as that sounds. There's a lot of weapons in the game, in fact most of them aren't as traditional as the sword and bow.
I do kind of like the idea, but what I don't like is how it affects all mobs differently. It's much too confusing and unnecessary. If anything it should only have special interactions with slimes (How the hell do you bind a slime with bolas?).

1. Odds are you wont even be thinking of the effect when your about to throw the bola, your just wanting to...
2.Slow down the mob or mobs. Its not that confusing because its basically the same effect to all mobs (besides slimes and molten cubes) It overall slows the mobs down.

Slightly, yes (it's a little harder in caves and a little harder than that in the Nether), but not nearly as quickly as you get stronger.

When not enchanted, endermen cannot be affected. They are made out of darkness. It will just make the nederman teleport away. They still turn hostile.
However, when magic is applied (aka Enchanting) then you can use the bola on the enderman.
