This would be great for currency because, unlike emeralds, they are not found underground and would have no balance issues as the admin/owner of the server has complete control over how many are in circulation. Different colours could represent higher amounts of currency.
Collectibles. These could be used for mapmakers to make items - points - spread across the maps that could be used to determine the score of the player.
Or any other use your creative mind can come up with.

By "Dummy Items" Do you mean lookalike copies of a real item that have zero functionality?
If so, I don't really think mojang should add a bunch of items simply for use as props.

Uh... I'm sorry, but, no. I'm not sure you understand what dummy items and such usually are... they're things that were around in a beta version of a game that had, for some reason or another been changed to become unobtainable and useless... they are usually used to see how certain mechanics work... they aren't simply props that game designers didn't want us to have.
Minecraft actually has a dummy block already, the locked chest... it was here for a while, is still in the coding, and is usually unobtainable.
After reading it, I think what he's trying to say is add a couple "dummy items" to the dats (files, codes, whatever), that, while unobtainable normally, act as a stand-in for say Mod items, so instead of replacing old files, you just replace the dummy files leaving vanilla items in tact...? I could be wrong.., horribly wrong. Idk.
Regardless it got me thinking, would be cool if Minecraft came with its own Modding Pack. Like being able to edit values of items like their digging speed, durability, even add new gems to worlds and average how often and where they can spawn... Just a basic mod pack to add or edit tools and gems and so forth... Does something like that exist >_>? I know it does for a lot of games.
I tweeted pretty much the same idea to Dinnerbone a while ago. This would be really helpful for adventure maps. There could be more types of items such as projectiles a bows too though. Anyway, I support.

These dummy items would essentially be props in the vanilla game, with only a placeholder texture like a stick. With Bukkit some items can be granted other attributes and abilities, like shooting things, healing others, etc. These are just for those who don't want to overwrite other items If making a resource pack or making something with Bukkit. For example, I want to have tangible money on my server, but don't want to use minerals or paper. With this you could make a dummy Item look like money and use that instead of overwriting an existing game element.

I believe your misunderstanding what I said. I didn't meandummied out items, I meant a dummy as in a fake, something artificial. While I respect your opinion, I believe you misinterpreted my usage of dummy and are against something completely different to what i'm talking about. I don't mean developer only tools used during game development or things that have been removed after becoming redundant. I meant these items would be dummys like how a prop pistol is not a real gun. I hope I have cleared any confusion about what I meant.
