No, not really. Not if the suggestion was something like "better clouds" or "faster moving splash screen text!" Yes, sometimes saying howmany players can abuse something is a good reason to say a "suggestion is dump". This is why players can't craft map erasing nukes and invincible diamond golems that one-hit kill everything for you.
But at least you must tell how it is going to be abused. Just saying that 10000000 players will find a way to abuse this is a bad argument.

It's been stated quite a few times now. People are gonna craft and uncraft the hell out of things just to save materials, which does help save materials, but will put a huge dent on the actual need to go out and find and stockpile more and more. If you don't want to craft something you didn't want, then just... pay attention to what you're doing.
First of all, you essentially said that you can create a FULL sword or hoe from a 2/3 durability pick and that exchange rate is perfectly fine. Therefore you are basically saying that the pick and axe are the most useful tools because they use the most materials. I believe this to not be the case. All the tools in Minecraft are created for a specific purpose and that purpose alone. No other tool can do what they do as efficiently and therefore they are equally valuable.
There is another part of this that is very important and it has to do with durability. Let's say you use a pick and wear it down to 2/3 durability and then melt it to create a FULL durability sword or hoe. Then you wear those down to 2/3 durability and melt them down to create a FULL shovel that you wear down to nothing. What this would mean is that three ingots have the potential of 1 2/3 durability(that is 166.6...%). But what if you melted the pick down and made 2 FULL shovels? Then three ingots have the potential of 2 1/3 durability(that is 233.3...%). You want this in the game because you believe it would be convenient when in fact someone would HAVE to use this system in order to be fully efficient with their iron.
Not really a fan of the suggestion but I do wonder why people keep saying "OMG NU SUPPRT PEPUL WIL ABUSE DIZ!!!" Without adding an example of how it can be abused.

You know... I am thinking. Maybe you can only smelt full durability and only get back one ingot/gem. Wood tools will not give back anything, and stone tools are unneeded to be uncrafted since it is very abundant. Shovels also do not have the smelt-back feature. And no XP reward.
