Here's my suggestion for how to make mossy cobblestone something you can get a bit more reliably in Minecraft.
When an enderman picks up a block of cobblestone, then places it down again, it becomes mossy. Same deal with: cobblestone stairs, stone brick, and stone brick stairs. Except with stone brick, there is also a chance of the enderman placing down cracked stone brick, and cracked stone stairs.
With this, theoretically, your older structures would decay very gradually.
Ambitious players could start a farm, in which there are rows of cobblestone blocks, unlit, and allowed for endermans to spawn among them. For even better results, you could establish such a farm in The End, where endermans are more common.

Huh. I actually like the general idea even though I have no idea why they would just become mossy. Last time I checked, ripping stone out of the earth prevented moss from growing on it. But I do want a way to farm mossy cobblestone and this would require making a massive farm or going to the End, so the people who form unnatural attachments to blocks based on their rarity shouldn't have too much of a problem with this.
I would probably like the idea better if they had a chance of becoming mossy if a Creeper walked over them (a small chance) and if it exploded near them, the blocks that were not broken had a small chance of becoming mossy. Because of the whole "Creepers supposedly being like plants because of that vague association Notch made between them and leaves that one time that people read way too much into" thing.

So, endermen now rub moss all over your blocks and place them cracked... No. I ddon't want my structures "Degrading" beacause an enderman stole a cobble block and placed it a kilometer away and it somehow became mossy. Plus, endermen were nerfed so they can't pick up cobble.
The endermen's hands must be very dirty lol. Support though.
Or they have the ability to speed the growth of plants, but it seems they would cause plants to wither by their appearence. Beacause, you know, they look like Slenderman.

I like the creeper idea. It would be very difficult to get the creeper to follow you over the cobble and not blow up.

I'm not so fond of the idea. Why would an enderman change regular cobble into mossy cobble? Are they now some kind of vine creature? Plus this would add endermen picking up stone bricks and cobble, which could ruin plenty of houses.

Yes, endermens' hands are dirty. Why? Because they can't touch water to clean them. However, I don't think that it should make them mossy. I also don't think this is the best way to make mossy cobblestone farmable.

Endermen would probably make plants disintegrate, due to their mystical powers not working with the laws of nature. In addition, Mossy and Cracked stone are supposed to be rare for a reason! If you want it so bad, install the mod that makes everything moss stone!

Apparently they can carry flowers just fine.
This doesn't make mossy stone easy to get. Building an enderman-driven mossy cobble farm would be a tedious undertaking.
Also, the point of this suggestion is to avoid moss stone that grows on everything. That's too much moss stone.
