This is sort of, not a good idea. It would make sense if it were snowing, but this is just, I don't know. You can still set stuff on fire if it is cold out.
Why? They're still exposed to the sun, which would normally set them on fire... That's why skeletons tend to go under the trees or in caves while it's sunny.

It's illogical for the undead to be set on fire if the biome temperature is below zero! I'm not sure if bones are even flammable.
Mobs will still burn on Easy. On normal temperature biomes, they burn in Normal, but not on Hard.
If the zombies and skeletons are in cold biomes such as taiga and tundra, they won't burn at all, even if the sun is up, even during the noon.
Here's an example.
It would apply on Normal and Hard.
On Hard, undead don't burn at all when exposed to the sun. Except if they are in hot, dry biomes such as desert.
