There's been plugins for a very long time that allow the player to use magic. It implements a mana system, and lets you cast spells using a stick. Now that I've been reminded of it again, it's difficult to play Minecraft without it.
Here is my idea of how it should work. It should be very simple, however though it doesn't follow the plugin. It's only inspired off of it.
a) To cast magic, you would right click with a stick.
b ) There are various spells that can be used.
c) You can only use magic if you have the correct items and have enough experience levels.
d) To select spells, you must name a writable book "Spellbook" with an anvil and then combine it with a magical rune to activate it. Once activated, the name of the book will turn cyan and, upon right click, you will be able to open a GUI that shows a list of spells and their costs, letting you select them.
To get a magical rune, you would combine 5 obsidian with 1 gold block, 1 redstone block, 1 lapis block and one iron block, in the same shape of sand and gunpowder when crafting TNT. . So magic would be difficult to attain.
Growth: Using this on the ground will make a tree instantly appear depending on what biome it is. By doing this, you can make trees grow anywhere because it will turn the clicked block into dirt as well if it isn't already. Cost: 1 XP level, 1 seed
Blink: Teleports you away instantly in a random location 15 to 30 blocks away. Good for escaping bad situations quickly. Cost: 2 XP level, 1 ender pearl
Magic hand: Using this spell on a block will make it enter your hand. Does not work on bedrock or fluid blocks. A more costly alternative to silk touch. Cost: 3 XP levels
Fireball: Shoots a blaze-like ball of fire at an enemy. Cost: 4 XP levels, 1 blaze powder
Entomb: Surrounds a foe in blocks of specialized smoothstone that eventually decays away (in thirty seconds it is all gone, but the blocks will disappear at random intervals.). Keeps players and MOBs at bay. Cost: 5 XP levels, 10 cobblestone
Freeze: If fired at water, ice will be created. If fired at ground, snow will be created. If fired at a MOB or a player, it makes the target unable to move for five seconds. If they are damaged in any way, they will be able to move again right away to prevent cheap paralysis kills. Cost: 6 XP levels, 1 ice block, 1 snow block
Mind control: Using this spell fires a projectile with an area of effect. Any MOBs in the area of effect (9 blocks) will begin fighting enemy MOBs uncontrolled by you. Does not work on ender dragons, creepers, withers or ghasts. Passive MOBs are uneffected. The MOBs follow you and attack whomever you attack. The controlled MOB will go back to normal and attack you after five minutes. Cost: 8 XP levels, 5 hearts (it's a dark spell so it drains life out of you)
Wind force: If fired at the ground beneath you, launches you ten blocks into the air. If you fire it at a MOB or a player, the same effect will occur. Cost: 9 XP levels, 1 feather
Lightning Blast: Blasts an enemy or player with a bolt of lightning. A very powerful spell. Cost: 10 XP levels, 1 bucket of water, 1 TNT, and 1 flint + steel
Augh... This thread again. I might as well say this before the lock comes. No, we have enchantments, we don't need to get all Elder Scrolls and start throwing in these spells and stuff. It's overdone and doesn't fit Minecraft too well.

i think this is not a good idea... minecraft is a survival game, even if unrealistic, a survival game should have its limitations, so the game doesn't get THAT easy, and i think you should transform minecraft into a "don't starve" version ((VERY)) hard) to make this not useless... a simple game with minecraft doesn't need this, the mobs that we fight usally can't take it, and the nether lacks of mobs to make it dangerous to throw magics against them.
