First off, I read word about an official twitter statement that the developers find this ore as doing what it was intented to, but I couldn't find a link to confirm. Also I searched and couldn't see this same thing suggested by another thread, so, here we are.
In short, other than:
- Getting wool of blue gradients (renewable after the first few lazuli discoveries),
- or, coloring collars of dogs (you will still have lots of excess lazuli, unless you have 9001 dogs or so),
- or, making blocks of lazuli (totally aesthetic, you'll only run of excess if you need lots of blocks in your designs).
There are no other uses for the ore.
So, if a player happens to satisfy the following two conditions (e.g. me, and I feel there's many others):
- Not having too many dogs (in comparison to how much lazuli they find).
- Not using too many lazuli blocks in their constructions (again, in comparison to how much lazuli they find).
Then, even though it's an ore, and it's somewhat rare, it would end up as a meaningless ore for the player, unfortunately.
In multiplayer, we can surely think of the concept of trading with other players, but in singleplayer it would still be a dull ore.
Suggestion? NPC Trade.
I'm also sure I'm not the first to think about it, there's at least one guy who I saw him talking about it.

I don't know if I'm the only one, but Lapis Lazuli is useless, since you can only use it to dye wool. But if trading Lapis Lazuli was available from the Villagers, then I would say it has a purpose.
Lapis (I think) was intended to be just a dye. What other uses do you see for items like orange dye and light blue dye? They are just for dying things. But yeah, it does seem strange that an ore has very minimal uses. Maybe they should have given lapis another function and made a different method to get blue dye.
But as for the trading part...idk about that either haha. If lapis was used for npc trading, then what purpose would emeralds have? They are pretty much as useless as lapis at the moment. All they can be used for is trading...but I guess that is a very big use for them?
Give more information. Like, what would happen to emeralds?

Note: Emerald information below is based on "my memory" of the wiki info.
Personally, I play like emerald ore never exists, because if I want to find them, I would have to:
- Find a cave in a mountain biome, a deep cave.
- or, dig such a cave in such a biome.
- and in both cases, the chance of their existence per chunk is weak, like, too weak.
I've found myself an easier approach to get the non-ore emeralds, via a big flat farm of Sugar Canes, between my area & the NPC area, soooooo pretty much never needed the ore.
You should note that while emerald is used as currency, I did not suggest lazuli to become as such, all what I said is that it becomes, what I think they call, a commodity, same way villagers "might" buy coal or paper, they might buy lazuli.
In terms of villager logic: maybe villagers never mine? and as such that dye is rare for them compared to plant dyes? I've never even tried to think realistically for NPC's in the past anyways.
I should note though that I keep killing NPC villagers when I don't like their offers, perhaps that's why I didn't need emerald ore

Yeah. Would be cool. I thought you were talking about using it as currency as well, which I think is a bad idea since there's quite a bit of it compared to emerald. You might want to clarify that.

I've found the same with the Fortune X picks, but I think 64 for 1 emerald is a bit underpriced. It will of course vary but should be less than that. My reasons? It must match the current value system which is based of availability. Consider coal: much, much more common that lazuli (though it produces less per block), and fortune multiplies it as well so that you get an average of 2.25 coal per block. On average, I find that I have easily 10x the coal I have lazuli after mining with fortune even at the natural spawning level bc it is a rare ore though produces a lot per find. Coal goes for 20-40 per emerald. So lazuli, as another ore product should have a comparable worth. Say, half that? 10-20 lazuli per emerald?

Support. This is a good idea, to let villagers buy lapis. I usually pick it up because it's so satisfying to do so, but then have it forever unless I burn it.
It is not useless, it is used for building. Just because dirt doesn't make anything, it doesn't mean that it's useless. Although, this does not mean I don't support. You have my full support.

Dirt can be used for farming, will grow into grass blocks when placed next to one, grass is needed for sheep to re-grow their wool.
Dirt is more useful than lapis to me, it breaks very easily and is not affected by gravity making it great for building things you will only have temporary.

Nevertheless, the community input would assist them, but I have no good input to provide on the balance, namely because I didn't spend effort thinking about it, and wouldn't trust the quality of whatever I would figure out.
