The lance would be a Weapon that could be found in strongholds or if Mojang decided you could craft it.

The lance wold be longer than a sword, if you are not going fast enough it will just be pointed upward, works on the ground as a pike.
Crafting recipe:

There would also be iron, gold, and diamond lances.
Damage:
FT = full thrust HT = half thrust QT = quarter thrust, thrust meaning speed.
Wood: FT = 5 HT = 4 QT = 3
Iron: FT = 7 HT = 6 QT = 5
Gold: FT = 5 HT = 4 QT = 3
Diamond: FT = 8 HT = 7 QT = 6
Their could be a bar saying how fast you are going

Between this thread and the battleaxe thread, I'm starting to think I need to do a special on weapons to add to my collection of topics.
In response to your topic's content - there's not as much detail in there as you might have intended. Damage and durability values might be of use. I also don't like your lance-holder, and the system you're using for the lance attacks. Un-needed complexity methinks, and a little unwieldy.

It's an okay idea, but it is a bit too complicated (also, you should clean up your crafting recipes because atm they are sloppy and hard to read). I would make it simpler by changing some things:
Remove the lance holder. It is completely unneeded, especially with my other suggestions for changes.
Change how it works.
When you are moving at a slow speed the lance is in an upright position, where it is pointing straight in the air.
After getting to a certain speed, the player brings it into the "couched" position automatically, which is the lowered ready position.
Turning should reduce speed, so turning too much too quickly will make the lance go upright again. Jumping also should slow you down so that you can't attack
Give the player the same control he has over the horse as he normally would have. Not having full control is annoying,
It needs durability and damage values based on the tier and the speed you hit the other player.

With the addition of horses, lance angles and knock backs could be tweaked to knock mobs/players off of mounts. This could be used for a PVP jousting sport. I presented a similar idea in a thread of mine.
