I think he means that you would have an extra block on top of your head. Like, extend your height to three blocks instead of two, that sort of thing. So you could make tophats, or a wizard hat, or something.
Would this require you to make 3x1 tunnels or get stuck? If so that's kind of trouble to say the least. However, I don't quite want to condemn this before hearing more as it would make top hats possible.

You know how the player model is made up of blocks? Adding an additional block above the head of the player model would allow extra imagery to be put above the head of the player. E.g. hats.

Hats would have to stay on the same level as helmets. I think they should only be straw hats and sombrero stuff. Forget these "magic" wizzard hats. I don't wanna hear the "M" word in my Minecraft. No costumes, they always make games too childishly stupid
