So, nice and simple. Redstone can be placed on the ground. Glowstone, however, cannot. So, why not make it able to? It would glow a little (maybe light level 8, a little more than 1/2 of glowstone, which is 15) and would connect to itself like redstone would.
Also, sticky Glowstone Dust. Simply combine your glowstone dust with a slimeball and it'll stick to walls and ceilings. It can still be used in making a Glowstone Block, so don't worry.
Why have this at all? Decoration, nothing more. Maybe a path in a cave? I don't know, be creative with it.

Dying it, with dyes. Make it red, green, blue, purple, white, whatever. Could help with pathways or something.
This does seem like a good idea. I was considering making a post like this put never got around to it. Maybe people should be able to place gunpowder as well to make small 2-3 block explosion chains, like if you want a small area cleared to make a road.

In another thread I suggested that Glowstone dust mixed with something else could be placed on the ground as a repellant to mobs. Similar to the way bug repellant sprayed around your house keeps bugs out. I think it would be pretty cool. If too powerful, then allow Enderman to pick the blocks up. Or even be attracted to it. Something creative. Nice idea.
Support. This has been suggested before, but the other time it was some wacky "anti-Redstone engineering" suggestion. This is plain, simple, and logical.

That would be nice, but GSD is a little too east to obtain for that. Maybe if mixed with something else...
Supportish. I dont like the idea of sticky glowstone, you should just be able to place it on the walls in the first place. Sounds like it would be GREAT for cave mining.

I thought about making it lvl 4 for a while, but it seemed uselessly dim. Lobically, though, it would make more sense.
