This is a great idea and really adds some customizability to Minecraft. I know a lot of people are going to create creepers that when they explode spawn more creepers... I would crash the game just to see an endless see of creepers...
Personally I would like this as a mod... but not in the actual game.
It is a mod, actually. Not a very good one at all, yet, but a mod.
But yeah, it probably wouldn't work out too well as a part of the game. Make it an optional thing to be downloaded alongside but separate from the game, then people can screw around their single-player and SMP servers all they like.

_______________________________________________________________________________ FAQ:
Q: This seems really dangerous, what if someone makes a mob with 1 HP that drops 64 diamond blocks? Or a creeper that explodes 100 blocks around it? What if someone makes a really stupid mob?! I don't want it in my game.
A: There would be an in game option of which mobs to allow, if you don't want certain mobs you don't have to use them. You don't have to play with mobs you don't want.
Q: What about on multiplayer servers?
A: The mob control is up to the server owner, they can set which mobs they want to spawn. If you think a certain mob they are using is bad, complain to them about it, get over it, or get off their server.
Q: Can we make our own mob shapes?
A: Probably not. You would probably have to select from default pre-made shapes (by Notch), and customize those. Custom mob shapes and animations would probably be included in a more advanced editor or the API.
Q: How do we share mob files?
A: You could use file hosting sites such as mediafire, or send them by Email or Instant Messenger to friends. Perhaps there could eventually be an online library for storing just the mob files.
Q: Who will make this?
A: It would be nice for Notch to make an official version himself, with proper support. Third party programs sometimes lack proper support and certain bugs may not be addressed due to problems in Minecraft itself. [edit]But third party programs are welcome [/edit]
Personal Note about mods: In my opinion, mods are often nice game enhancers, but sometimes they are difficult to install and that makes it so not everyone can use them. Other times they lack proper support or have bugs that interrupt gameplay. Installing mods every update seems like to much of a hassle for me, but I have nothing against them in general. Due to the recent scare of accounts being stolen via mods/clients, people may be discouraged from installing mods as well.
Q: If the mob creator is made, how do we run it?
A: There will be a button on the start screen menu with the other buttons, most likely.
Q: WHERE CAN I GET THIS?!?!
A: What you see above is just a picture, an image, I drew it in Photoshop. That isn't a real program itself, but there may be a few mods made from it.

I assure you this has taken much of my time, and it'd be a waste to see this idea forgotten and never seen by the eyes of Notch. He probably hasn't even seen the Original Poster's apology, let alone he probably forgot about the whole said ordeal.
This is just basically a visual concept of the idea, so the graphics probably don't matter.
It'd be nice to ask someone who has a better chance of contacting and getting a response from Notch to please send him this thread so he can see it, but I'm skeptical that that will happen.
Before I get to the idea, I want to apologize to Notch.
I'm quite sure that Notch does not remember the incident to which I refer, but since I was the one in the wrong, it remains my responsibility to make the apology, remembered or not.
If you are reading this: Yes, I'm the same Krelos from Wurm who acted like a total A-Hole to you when you completely did not deserve it. For that I am very sorry. If you can forgive me I can promise that my douche-like past will stay there in the past, well actually, it will even if you wont forgive me. But all the same, I hope that you won't think of me as poorly as you probably have since then, in the few sparse moments you might have remembered me at all.
In the likely event that you don't remember me or what I'm talking about, suffice to say that I was once a jerk to you and you had every right to ban me outright but did not, which pretty much proved wrong the things I thought about you. Sorry for thinking them in the first place.
I simply hope that when, if ever, I come to your mind in the future, it is not with a negative thought.
Now, on to the idea.
The MC Mob Maker would probably be a 3rd party program like Omen and NBT, but would instead allow people to use custom mob models and plug in whatever abilities and behaviors they wanted.
What this would (probably) require from Notch would be to build the mob library in such a way that the program would be able to pull information from it and plug in new entries, so each server could in theory have its own custom mobs.
I guess that's the extent of the idea.
It would (in my imagination) let us make our own models and pick from a few different preexisting walking methods/animations or maybe even put in new ones, pick when it spawned, how it acted (aggressive, passive, passive in daylight, etc.) what it could do (shoot arrows, explode, walk on water, fire-immune, etc.) and what it dropped on death (anything from arrows to stupid things like water cubes)
Hopefully it would let us combine all these things in any way the user wanted, so as to allow creatures that both shot arrows and exploded and dropped multiple items types if so desired.
If this could be done then it would open the game up to a lot of creative possibilities that, at the moment, require Notch's direct attention and time.
Imagine a library of people's creatures with all the details listed where you can grab what you want and just plug it in to your server. Where Notch could go and browse to find the best of the best and include them in the 'vanilla' version for everyone to use.
Sure there would be a ton of terrible things made, but there would also be a ton of fantastic things made.
Yeah, this does sound like SporeCC for MC now that you mention it, but that doesn't seem like a bad thing.
Wish someone would create this software for all the OS so that everyone could have fun and help improve on minecraft. Anyway, +1 supporter. Diamonds and flowers to anyone who creates this software...
Its a good idea but I don't think it should be added. If it was added many many many people would make mobs that will ruin the game for them. Example : A passive mob that drops 5 diamonds.

Looks pretty nice! Agh! I really wish someone would code this, or notch could..... hopefully if it ever gets implemented, its not TOO easy.... or else we'll have another disaster like spore.... A lot of crap made by very little kids, and some beutiful work by the more experienced.
Don't go knocking Spore! Not all unexperienced creators are bad!
I wish I was in this :C
I'd make Justin Bieber Creepers.
but instead of going SSSSSSSSSsssssss...
they'd go...
baby...baby...baby...OH!
and when the OH! happens, then they'd explode.
I support Carrier Eagle
I support Power gloves
I support Coal Powered carts delay

Nice pic
Where's the download?
SPORE sucked big time.
SHUTUP I REALLY LIKED SPORE YA HATER JK i'm not that harsh
Be the change you want to see in the world...
Awsome idea!!!
