I think Air Filters would make good utility blocks. Here's how it works: the block must be placed underwater to work, when placed underwater it creates bubbles that replenishes your air supply allowing you to breathe underwater much longer. Crafting it requires 4 iron ingots, 4 nether quartz and a bucket, gives you 4 air filters when crafted.
I don't like it at all.
This would be so overpowered, just go underwater without worrying about O2.
Also, the recipe is very cheap.
So basically anyone can go and dive for a long time as long as it is able to craft a bucket and have a few iron ingots.
I wouldn't mind something like this, as long as they break over time or after being used so many times. Although then again, you can always just slap a ladder onto a block and have the same effect.

Wait, is this an equip item, or a block you place on the seafloor that produces, say, a 2-block high stream of bubbles that refills your air gauge when you enter it?
I updated the crafting recipe so it requires 4 nether quartz along with everything need to craft it. Also the bubbles are bigger so you just need to touch it to get oxygen, also the bubbles does not fully replenish air instantly, it regenerates 3 air points per bubble, the air filter is not a item you equip and it does not generate a bubble stream without crafting a modified air filter that does that. You can place the block anywhere underwater to make it function, it generates a bubble every 10 seconds, the bubbles can travel up to 10 blocks before disappearing.
I don't think the idea is bad nor good. It might be alright if this air filter didn't work forever so you don't get free infinite air while underwater. Helmets already have an enchantment that... sort of helps with that kind of thing.

Air Filters can be crafted with a redstone dust so it can be only powered by redstone. You can't rely on a single air filter because your air supply runs out fast.

You can already do that; just use a bucket underwater. It'll suck out a square of water for a bit, but enough to refill air.
On topic, I wouldn't support this. You can already make pockets of air.
I would only support this on 2 conditions. 1. It has to break over time. 2. Certain air creating blocks, can not be placed underwater.
Those are my conditions of support.

It seems really unnecessary seeing how we can enchant our helmets so we can hold our breath longer. Plus if we don't have the helmet we can just place a door underwater.

First, you wouldn't need to worry about oxygen while underwater if you have one of them.
Second, they are way too cheap.
Third, you need to explain how it makes bubbles and how the bubbles need to regenerate the oxygen bar.
