You obviously didn't put much work into this. How would a mine generate in superflat? And then what would the point be for abandoned mines? The merchant villagers make no sense either. They would go against current trading aspects, where villagers can close trades.
Just like the guy above me, I don't support drivers or miners. Merchants are okay, but still pretty useless and OP since they sell you EVERYTHING IN THE FRIKKING GAME. If anything, we need a mechanist villager to trade us redstone, not miners or drivers or even all-knowing merchant gods.
I must agree with everyone else who has commented on this... This isn't very well thought out. It would indeed be too overpowered. I do agree with you on one point, however. Villagers/villages need more to them. They are too simple at the time being. I understand some people do not like the idea of villagers/villages, and I don't think they should be a center point to the game or anything. They of course should serve a small enough purpose that they can be avoided and ignored. Perhaps there should be a higher chance of larger villages spawning, with more of a variety of structures. Of course, if they are to be expanded upon like this, there should probably be a way to enable/disable the feature in the world creation options.

The villagers we have now can already trade pickaxes. The "driver" isn't much of a driver if it only associates itself with minecarts. Not much of a reason to have a mine generate near a village. Some seeds do that by chance anyway. There's even less of a reason to add shops because ALL villagers are able to trade...

If you put more effort into the idea, I might actually give you a chance before destroying yourself esteem. Just go into more depth please, and then we can properly evaluate the idea.
Do we need somebody that trades everything? Sounds overpowered.
Do we need rails that badly? There's no reason.
Do they need a mine to expose a ton of resources? Overpowered.
Do we need a shop? What's wrong with homes?

and i thing we can add rails to the road of the villages
in that rails you can find minecarts with driver villagers inside
